杭州市小学生公民责任意识现状调查研究的文献综述

摘要：近几十年来，随着国家治理的兴起和全球化的来临，在批判和反思“权利公民”的基础上，越来越多国家意识到了公民责任意识培养的重要性。本文对近20来公民责任意识的相关文献进行综述，概括了在概念、内容、现状、培养策略和实践探索等方面的研究成果 ,并在此基础上提出了未来研究要解决的问题。

Abstract: In recent decades, with the national governance and globalization, more and more countries realize the importance of cultivating the sense of civic responsibility on the basis of the criticism of“citizen in right”.This paper reviewed literatures on sense of civic responsibility In recent 20 years.Putting forward the problem to be solved in future ,base on the summary of research achievement in concept、content、current situation 、training strategy and practice.

一、公民责任意识的内涵与发展

公民责任意识作为一个复合名词，要阐明它的内涵，需要先明示“公民”、“责任”、“公民责任”的含义和内容。

（一）公民的内涵

公民是人类进入文明社会后，伴随社会的不断进步产生的。因为地域文化、历史发展等的不同，公民内涵不断变化，正如美国学者所言“再没有哪一个词汇比lsquo;公民rsquo;这个概念在政治上更为核心，历史上更加多变，理论上更具争议了”。[1]
